Judge a cover

Here’s a question. Or several. Why do these books have very similar jackets? Who designed them? Same guy? Different people? In which case, is it a case of serendipitous similarity of ideas? Or one clearly deriving from the other? Why, in which case, be so blatant?
Further more, arising out of the above questions, is this: does the lack of individual, distinct cover design mean there is a market for designers? Can I call first dibs?
